Public Invovlement and Municipal Coordination for the Regional Wet Weather Plan

Project Description

Allegheny County Sanitary Authority (ALCOSAN)
Communication Design, Stakeholder Coordination & General Public Outreach

ALCOSAN provides wastewater treatment services to 83 customer municipalities.  Under the provisions of the Consent Decree entered into with the U.S. Environmental Protection Agency, ALCOSAN was required to design a plan to meet the standards of the Clean Water Act during periods of wet weather, and must significantly reduce the discharge of untreated sewage into stream and waterways.  During Basin Planning, E. Holdings, Inc.  met engagement targets with 350,000 ratepayer, a 14 member stakeholder group representing customer municipalities, and a 40 member regional stakeholder and leadership group.  E. Holdings, Inc.’s expertise in community relations and communications continues to be instrumental to the success of the public participation component of ALCOSAN’s multi-billion dollar public works project to eliminate inflow infiltration in the sanitary sewer system.
